The most vulnerable group in hate crimes
It was emphasized that the fact that ethnicity, sexual orientation and gender identity are not included in hate crimes in the Turkish Penal Code will affect the most disadvantaged groups such as Roma and Kurds.
The report stated that Turkey did not sign the Roma Decade, which Eastern European countries signed to improve the situation of Roma among themselves, between 2005-2015.
It was also noted that the European Commission prepared the "Roma Integration Strategy", which it recommended to candidate countries as a condition for EU members, but has not yet completed it.
The only positive item is the opening of the Romani Language and Culture Research Institute in Edirne in March.

The report listed the following problems:

* Romani women face health problems due to early marriages and premature births.

* Romani people generally work in uninsured, low-paid and seasonal jobs.
* According to a report by the European Network Against Racism, due to racism and the discrimination that follows, Romani people have the highest unemployment rate in Turkey, 85 percent of whom are unemployed.
* Despite the Ministry of Interior's attempts to facilitate, many Romani people still cannot be registered due to economic and bureaucratic reasons.
